CPMD conducts AHYDP seminars

     The Adolescent Health and Youth Development Program is an advocacy project of the City Population Management Division. It aims to help the youth by enabling them to understand and cope with life’s challenges as they enter adulthood.

So goes the CPMD’s introduction to their project proposal. In practice, however, the task doesn’t sound as simple.

With a total budget of only P305,000.00 scraped from POPCOM IX funds and the local government’s 20% Development Fund under the Human and Ecological Security (HES), CPMD personnel now trek to the barangays and conduct seminars for both the young and their parents.

The program seeks to inculcate in young people aging 12-24 years old positive values, knowledge and skills that will help them become responsible and productive citizens. It also hopes to develop among the youth better appreciation of the government’s population program vis-à-vis development concerns.

In these seminars, such thorny issues as drug addiction, smoking, gambling, delinquency, peer dependency and pre-marital sex are tackled. Freewheeling discussions are also opened at the end of each topic so the participants can open up.

Aside from the youth, the parents are also included in the seminar because they play a crucial role in the healthy and wholesome development of their children. They also serve as constant re-enforcers of what their young ones have learned.

Mrs. Lucille Adasa, Population Program Officer IV, divulged that last year, the CPMD managed to conduct seminars in 26 barangays. As of June this year, they have covered 14 more barangays and hope to wrap up the program by visiting the remaining 10 before the end of the year.

She added that like the personnel of the City Civil Registrar’s Office, the CPMD staff also accompany Mayor Joseph Cedrick O. Ruiz in his trips to the barrios for the Adlaw sa Katawhan to inform the people what the AHYDP is all about.

If the youth are indeed the hope of the fatherland, then Dr. Jose P. Rizal must be very proud of the City Population Management Division.

CCRO's mobile registration still on the roll

     When Mayor Joseph Cedrick O. Ruiz asked Mrs. Luzminda Macias what their office’s flagship project would be, the OIC-City Civil Registrar replied, “100% registration.”

Tall order it was, but quite possible. To achieve this ambitious goal, the City Civil Registrar’s Office (CCRO) embarked on a noble quest: mobile registration.

The rationale is simple. They don’t wait for the people to come to them. Instead, they bring the service to the people. They go to the barangays and conduct free registration. This way, the ones who are too poor, too busy or too lazy to go to the registrar’s office will be registered.

So far, the CCRO staff have conducted mobile registration in 20 of Dapitan’s 50 barangays. They could have covered more barangays, but they ran out of registration forms. At present, they are still waiting for NSO-Dipolog to deliver their order.

Unperturbed, Mrs. Macias makes ends meet by borrowing registry forms from registrar-friends in the neighboring municipalities. With these, they visit the barangays that have been scheduled for mobile registration. “We have to keep our promise,” she explained.

Aside from extending free registration, they also give out free owner’s copy of certificates of live birth, which costs P26.00 at their office. This is aside from the free LCR Form No. 1A, which normally costs P36.00, that they give away every February, in celebration of the civil registration month.

In fact, they have been tagging along with the Mayor in his sorties to the barangays for the Adlaw sa Katawhan, in which the officials of the local government meet and have a dialogue with the people, give away rice, sardines and noodles and various other services.

With six months more to go, Mrs. Macias is confident that they will still hit 100% registration this year.

And it won't be long, she promised.

As soon as the forms arrive, they will conduct mobile registration in the remaining 30 barangays. 

 

   EDITORIAL

 

At last!

 

This newsletter is long overdue. The last time we looked, somebody promised to publish it before the dawning of the new millennium.  Prior to that, an endless string of failed assurances.

Promises are made to be broken, so goes the cliché. Not this time, though. Late this is, but never too late.

If truth be told, we stormed Asgard and Hades just to come up with this issue on time. Hercules and Thor would have been proud of us. Modesty aside, we deserve a page or two in the Guinness.

It would be nice to say that we will still come out the next time around. But we have learned to rein in our optimism a long time ago. We can not afford to make the same blunders.

Yet, we have a dream.

Deep in our hearts we are hoping that this will become a regular thing. Just like other newsletters, you know - steady as clockwork. It’s not that we lack the will to do it or have a dearth of talents. It’s just that we have too much respect for the idiosyncrasies of fate and the wobble of economics.

Call us deeply religious.

Nevertheless, it was fun doing this. We would love to do it all over again. In the meantime, we keep our fingers crossed.

In retrospect

  It has been two years since we assumed office on 01 July 1998 in fidelity to that time-honored and well-revered dictum that “Public office is a public trust.” We have sought to transform our common aspiration of a greater Dapitan into reality, even as we seek wider and brighter windows of opportunity.

United in purpose and spirit, we can more tellingly and decidedly address the problems that we must confront and answer as we endeavor to improve our community and assist our people.

Our primordial task as public servants brooks no promise and admits no exception.  We are sworn to serve our people to the fringes of our talents and abilities and   spend our waking hours ministering to their comfort, safety, and common weal.

As we said during our inaugural address:

“As we witness the dawning of a new age, replete with new opportunities and challenges, let us build a community that is conscious of its rich historical and cultural heritage, but attuned to the visions, perspectives, and thrusts of modernity.”

We have no doubt that we can transform this vision into reality.

For the indomitable spirit, the tenacity and resiliency, the capability for community and nation building, of the Dapitanons are indubitable.

There is no task too great, no vision too transcendental, no quest too quixotic that we cannot perform, realize, and fulfill.

Our greatest achievement as a people, as Dapitanons, is the restoration of faith in ourselves - in what we can do together as partners for progress.

This had not been difficult to achieve because of our unity of purpose and singular direction of efforts, and because of our staunch adherence to civic duty, which is the core of the historic tradition of democracy everywhere.

However, if we have to endure as a society, as a community, we must embrace and subscribe wholeheartedly to the principle of civic duty - the community over the individual, the public good over private gain and civic duties over civic rights.

Imbued with that sense of duty and patriotism, together we can move mountains.

It is said that there is nothing permanent in this world except change itself. Let us work for change - for substantial and meaningful social change. Together, we can change our lives, our community and our country for the better.

Let us all work hand in hand, and with the aid of God, and the intercession of our patron, Saint James the Greater, we can build the New Dapitan we want.

Together, we can make it! Together, we can never fail!
