Hon.
hermogenes sagario balisado
“Grey hair is a crown of glory to
those who live a godly life”
Mening – it’s what he’s fondly called
by friends, family and constituents alike. Yet, gray
hair, facial wrinkles and a frail stature befitting 78
golden years only serve to highlight his good judgment
and mental ingenuity that surpass any abstract
principle. Just as anyone would wish to become, he has
distinguished himself as a dedicated public servant
who conforms to a standard of perfection.
Born in 1926, his knowledge gained by
trial and practice through the years brought him at
the peak of his life’s journey with pride and honor.
He attended a record 49 seminars, in-service
trainings, symposia-workshops and conventions. In
equal measure, he is a recipient of 81 awards,
commendations and certificates of recognition and
appreciation.
A man set apart for government service,
he first became the Special Investigator for the
Governor’s Office of Zamboanga del Norte in 1957.
Three years were not long for him to take another step
and become the Chief of Police of Dapitan City Police
Department.
Hermogenes “Mening” Balisado still
believes that success cannot be achieved overnight. He
took on step at a time, becoming a 2nd
Assistant Provincial Fiscal and eventually an Acting
Provincial Fiscal.
Fate has been so kind and had its way
of taking Mening to the peak of his legal career. Not
long after, he became Provincial Fiscal and
concurrently, the Regional State Prosecutor and
Deputized Tanod Bayan Prosecutor of Zamboanga del
Norte. After 65 professional years, he retired as the
City Prosecutor of Dipolog in 1992.
But not even retirement can let a
hardworking man sit down, for after only several
months he ran and won as City Councilor of Dapitan in
the 1992 May Elections to take his public service to
another level. He presently ranks 2nd in
the Sangguniang Panlungsod of Dapitan and on to his
last term.
He is the pride of the Dapitan Central
Elementary School, Batch ’41; Arellano University High
School, Batch ’48; University of Southern Philippines,
College of Arts, Batch ’51; and Lyceum of the
Philippines, School of Law, Batch ’54.
He passed the bar examination with the
rating of 90.55% making it to the 11th
place the national ranking.
Well, what more could a man ask for?
One must never be astonished that Mening was not only
good with his law books but also in the dating game.
He finally tied the knot with a sweet, charming and
beautiful Negrense – Asteria Alcantara. Their blissful
union is blessed with four marvelous children who are
achievers in their own right: Grace Balisado-Sabal;
Atty. Vicente Balisado; Lilian Balisado-Dalman and
Engr. Ronaldo Balisado.
